How can i add my own flare to a prom dress?

My style is rocker babe, and I don't want to wear the traditional long bedazzled glittery ( But i have nothing against glitter) dress, so i was thinking like a short tulle dress ( one that puffs out at the bottom like a tutu) converse and a leather jacket. Can i pull this off and still look formal? How can my date incorporate this into his look? My prom is called Blue Crush and it's in a glass submarine at Sea World.
