Does anybody agree with being An over-protective parent?

im currently studying CAFS at school, and i am doing a research project on 'cotton wool kids' meaning parents that over protect their kids to a far extent where they use GPS devices in their childrens arms. I have found many sources that agrees it is to far and isnt healthy. But i need to know why parents do feel they need to go so far.
