Where would social services stand on this? mother hurts child saving its life from a busy road?

would social services take a child away from a parent if the parent scrached the childs neck pulling it of a busy road ...ie the child ran into the road and the mother grabbed the childs jacket and the zip caught the neck if the mother haddnt grabbed the child it would have been run over so where would social services stand on this ?? thank you all for any replys
