there are a lot of variables that can cause this. First off, was the jacket purchased or made? Secondly, how is the boning installed? My guess is that it was installed in a casing and not sewn in correctly. Your options are 1. if you sew, take it apart and see what the problem is and fix it yourself, or 2.take it to a tailor and had the casing re-stitched. A lot of the ready made garments today use a sew-through boning, which generally eliminates shifting.
