Looking for a childrens film I used to watch. Please help?

Well, I believe I first saw it on the Disney channel in the late 90's & what I remember of it is pretty vague..but I seem to remember it being about a teenage girl who dies & becomes a ghost & gets a last chance at love or finishing her prom or something. I believe she wore a pink dress at least in the end scene where she has to cross over to the afterlife. & I think the theme song of the movie was 'Susie Q'. Her name might also be Susie I'm not sure:( I also want to add that the actress who played her reminded me of Hilary Swank or the girl who played the pink ranger in the original Power Ranger at the time, but this could be purely imagination.. Please help! It's been killing me for years! Thankyou
